Many overlanders ask: "After I clear customs in Yunnan, can I drive my own car to Tibet?" The short answer is yes, but not independently. Tibet (Xizang Autonomous Region) has special regulations for foreign visitors and foreign-plated vehicles that differ from the rest of China. Here's a clear breakdown.
Two Key Requirements for Foreign Vehicles in Tibet
Unlike the rest of China where you can self-drive freely once you have your temporary plate, entering Tibet with a foreign-plated car requires two things that you don't need anywhere else:
1. Tibet Travel Permit (Aliens' Travel Permit)
Every foreign visitor must apply for an Aliens' Travel Permit before entering Xizang. This is issued by the Tibetan Tourism Bureau and must be arranged through a licensed travel agency based in Tibet. You cannot apply for this permit yourself—only a registered agency can submit the application on your behalf.
2. Guided Tour with Pre-Arranged Itinerary
Foreign-plated vehicles are not allowed to roam independently inside Xizang. You must travel with:
- A designated tour guide assigned by the Tibetan travel agency
- A pre-approved route filed with the local authorities
- Fixed overnight stops at approved hotels
In other words, everywhere else in China you can go wherever you want, whenever you want. In Tibet, you follow a set itinerary with a guide.
What About the Rest of China?
Everywhere outside Xizang, you can self-drive completely freely. Yunnan, Sichuan (outside the Tibetan areas), Guizhou, Guangxi, Xinjiang, Qinghai—all open for independent self-drive with no guide required. The only "restricted" area is the Xizang Autonomous Region itself, and even there, you can still go—it just needs to be organized in advance.
