How to Temporarily Bring Your Foreign Car into China: 2026 Step-by-Step Guide

Complete process from document preparation to port customs clearance

Many foreign car owners planning a long road trip dream of driving their own everyday car into China. The country has vast landscape: tropical rainforests in Yunnan, Gobi deserts in Xinjiang, snow-capped mountains in Tibet, and grasslands in Inner Mongolia, all perfect for road trips. However, driving a foreign registered car into China is not as simple as just pulling up to the border. It has a fixed procedure, and by current regulations, foreign vehicles must be declared to customs by a qualified travel agency on behalf of the owner. Individual travelers cannot complete the process at the border themselves.

Many first-timers worry that the process is complicated, paperwork-heavy, and easy to get stuck at the port. We work at Mohan and Khorgos ports every day assisting foreign self-drive groups, and have broken the entire real-world procedure into 7 clear steps, so you know what to expect before you arrive and don't get caught missing paperwork at the last minute.

Step 1: Confirm your vehicle and driver eligibility

First, the driver must hold a passport valid for at least 6 months and a valid Chinese visa. The vehicle must be a private car legally registered overseas. Commercial vehicles, rental cars, or heavily modified vehicles that don't meet safety standards are not allowed. The car must pass the port inspection: working brakes, lights, tires, a fire extinguisher, and warning triangle are mandatory. Right-hand drive vehicles from Malaysia, Thailand, and Singapore are allowed to enter through Mohan port, though drivers need to adjust to left-side traffic.

Step 2: Contact a qualified travel agency in advance

This is the most critical step. By regulation, temporary entry of foreign vehicles must be applied for by a Chinese travel agency with proper qualifications, submitting all materials to customs, border inspection, and immigration on your behalf. You cannot drive to the port and apply as an individual. You should send your passport, driver license, vehicle registration, and vehicle ownership documents to the agency at least 2-3 weeks before your planned arrival, so they can pre-review your materials and tell you if anything is missing before you get to the port.

Step 3: Complete temporary import procedures at the port

When your vehicle arrives at the port, customs will issue two documents based on your pre-submitted application: Chinese Customs Temporary Entry Plates (yellow background, black text) and a Temporary Entry Permit. These two documents are the legal authorization for your car to drive in China. They must be kept in the car at all times, and the two plates must be fixed to the front and rear bumpers.

Step 4: Apply for a temporary driving permit

China does not recognize the International Driving Permit (IDP), as China has not signed the UN road traffic convention. Every foreigner driving in China must take a simple theory test at the local vehicle management office near the port to get a Chinese temporary driving license. The test is in English, covering basic traffic signs and rules, and most people pass on their first try. You usually get the license the same day or next day.

Step 5: Pay the customs deposit

To prevent vehicles from being sold or abandoned in China, customs collects a security deposit of RMB 10,000 per car. This deposit is fully refunded within 3-5 working days after your vehicle exits China through the designated port, as long as you follow all rules. It is not a service fee or a tax.

Step 6: Understand driving restrictions inside China

Having a temporary plate does not mean you can drive anywhere in China. Parts of Tibet require a separate Tibet Travel Permit, and border counties in Xinjiang require border passes. You must plan these routes in advance with your agency, and don't drive to a border checkpoint only to find you don't have the required permit.

Step 7: Exit and complete the customs process

When your trip ends, you must drive the car out through the original entry port or another approved exit port. Customs will verify your vehicle information, cancel the temporary plates, and start the deposit refund process. You cannot sell, gift, or leave the car in China, and you cannot ship it out as cargo — you must drive it across the border yourself.

Important note

The process looks like many steps, but the travel agency handles almost all of the paperwork, queueing, and running between departments. Your main job is to prepare documents in advance and show up with the car for inspection. If you are planning this trip, send us your route, vehicle details, and number of passengers, and we will pre-book your entry slot for you.

If this is your first trip on this route, don't worry: both Mohan and Khorgos have dedicated lanes for foreign self-drive vehicles, and we assist hundreds of cars every year from Southeast Asia and Europe. The process is smooth. Just prepare your documents two weeks in advance, and leave the rest to us.
