Official Reference: "Administrative Measures of the Customs of the People's Republic of China on the Administration of Goods Temporarily Entering and Exiting the Country" (Customs Decree No. 233), published Dec 8, 2017, effective Feb 1, 2018. This is the core customs regulation governing foreign vehicles entering China.

1. Why Is Your Touring Car "Temporary Entry Cargo"?

Many first-time visitors are confused when they hear their own private vehicle is classified as "temporary entry cargo" by Chinese customs. It's your car, not a commercial shipment — why does customs treat it this way?

Article 3 of Decree No. 233 explicitly lists "tourist self-drive vehicles and their contents" as category (10) of temporary entry/exit goods. In plain terms: when you drive your own car into China for tourism, both the vehicle itself and everything in it — luggage, camping gear, bicycles mounted on the back — fall under customs supervision as "temporary entry goods." This means you are not permanently importing the car, nor are you shipping it commercially; it is a special category of item that enters China temporarily and must leave in the same condition.

This classification is also the root reason individuals cannot simply drive across the border on their own. This category of goods is strictly regulated and must be declared to customs by a licensed travel agency, with the proper guarantee on file. Self-declaration by private individuals is not permitted under the current rules.

2. Core Rules for Temporary Entry Goods

2.1 Must leave within 6 months

This is the single most important rule: your vehicle must be re-exported (driven out of China) within 6 months of the date it entered. In principle, you should exit through the same port you entered.

What if you need more time? You may apply for extensions — up to 3 extensions, each lasting no more than 6 months. In theory, that means a maximum stay of 24 months total. However, every extension must be applied for before the current deadline expires; you cannot simply overstay and apply for forgiveness later.

Special cases — such as national priority construction projects, major research initiatives, or exhibition stays exceeding 24 months — require approval from the provincial-level customs headquarters. Most tourist self-drive itineraries do not need to stretch to these lengths.

2.2 Vehicle must leave in the same condition it entered

Customs rules require that temporary entry goods, aside from normal wear and tear from use, must be re-exported in their original condition.

What does that mean? You cannot modify the car, swap out the engine, sell it to someone in China, or strip it for parts. It must look essentially the same when you drive it out as when you drove it in. If the car is damaged during your trip, you must report it to customs promptly. If it is destroyed by force majeure (such as a natural disaster), an official certificate from the relevant authorities can count as proof of re-export. If you cause the damage or loss yourself, however, you will have to pay the full import duties as if the car was permanently sold in China.

2.3 You can exit through a different port

Good news: temporary entry goods may be re-exported through any port in China. You can drive in through Mohan port in Yunnan and drive out through Khorgos in Xinjiang, or enter via a seaport like Guangzhou and leave from Dalian on the northeast coast. The customs system pulls the electronic data from your original entry declaration, so there is no requirement to return to the original entry point.

This is especially valuable for long-distance cross-China road trips. Many travelers drive the "Southeast Asia in via Mohan, Central Asia/Europe out via Khorgos" grand loop specifically because this rule allows it.

2.4 A guarantee (deposit) is required

Except for goods moving under an ATA Carnet, all temporary entry goods — including standard tourist self-drive vehicles — must be backed by a guarantee to the customs authority. This is the "deposit" most travelers have heard about. The amount depends on the vehicle's declared value, and its purpose is to ensure you do not abandon the car in China. When you drive it out on schedule and complete the customs exit verification, this guarantee is returned to you.

A licensed travel agency handles this guarantee process on your behalf, so you do not need to tie up a large amount of your own cash at the border.

3. How This Differs From Permanent Import

A common question: can I just sell the car in China instead of driving it out?

The answer is no. A car entering under the tourist self-drive category cannot simply be sold domestically. If you genuinely want to leave the car in China permanently, you must complete formal import procedures before the temporary entry deadline expires — paying the full import tariff, value-added tax, and consumption tax, and registering the car under China's domestic vehicle licensing rules. That is a completely separate process from temporary tourist entry.

Temporary entry goods are also generally exempt from import licenses and permits (such as the mandatory 3C certification). If you switch to permanent import, however, every one of those certificates becomes mandatory.

4. Why You Must Work With a Licensed Agency

When you read through the rules in Decree No. 233, it becomes clear why this process requires a professional partner: declaration, guarantee, extensions, exit verification — every step of the temporary entry process is subject to strict customs supervision. Combined with the joint ministry notice (Gong Zhi [2015] No. 677), tourist self-drive vehicles entering China must be received and declared by a licensed travel agency. Private individuals are not permitted to apply for this customs category on their own.
